Central Referral - "Could not use 'Admin'; file already in use." Error

This issue is caused by a Windows Update from December 2022.  In order to fix this you'll have to manually install a hotfix from Microsoft.


Click on this link to download the hotfix - 


The download should automatically start.


Click on the download .exe file or open it from your Downloads folder.




Click YES on the User Account Control prompt


Click the "Click here to accept Microsoft Software License Terms." box then click continue.


The installation should start down download and run.


Once it is finished installing, click OK to close the prompt.

Then try to launch Central Referral.
